� Assumes complete responsibility for individual software development effort. 

� Direct responsibility for Requirements Management, Scope Management, Project Execution Management.

� Responsible for costing analysis, earned value analysis, project performance metrics, all documentation needs and requesting additional staff support from the PMO.

� Ensure that all members assigned to the team are functioning at peak performance; notify PMO Manager of any anticipated or unexpected downtime. 

� Work with PMO Manager to ensure that all functions of Project Manager are consistent with PMO, Organization, and PMI Methodology.

� Develop project schedules and ensure conformance.  Identify deviations early in the process and adjust schedules and staffing needs accordingly. 

� Develop staffing plans and ensure availability of necessary resources.

� Work with Account Executive to manage customer expectations and to constrain scope while ensuring application effectiveness for all stakeholders.

� Familiarity with Microsoft�s tools and technologies (.NET, SharePoint, Project Server)
 
Mandatory Experience: 

The individual should have a minimum of 7 years in software development with 1 year project management.

Desired Experience:   PMP candidate is desired.

Education Requirements:  B.S. in computers, science or related field preferred.

Certifications: MCSD a plus.

� Participate in identifying and prioritizing the next steps for the technical environments.  As agency use increases, components of the architecture are upgraded, and new requirements surface, changes may be necessary to assure that the technical environments are functioning as expected.  These will need to be identified as early as possible, planned and tracked to implementation.

� Assist in identifying new tools for improved efficiency and assessing the impacts of implementing these tools in the architecture. 

� Plan support of and integration with any new service offerings, such as collaboration or records management.  This includes discussions with agency technical team to determine the necessary steps to support new offerings�identifying hardware and software components as well as identifying customized code that might be necessary to support the service in the existing architecture.

� Assist agency technical staff in developing technical standards for all environments.  These standards should follow best practices and support the ESS architecture.

� Assist in resolving technical issues that currently exist with the ESS environments or that may arise in supporting new customers with unique needs.  Provide alternatives and recommendations for resolution and assist staff in implementing the solution as necessary.

� Maintain architectural diagrams and documentation.

Description: 
The Department of State (DoS) has identified implementation of an Enterprise Data Warehouse (EDW) as a critical initiative.  The immediate system will bring together information from 3 high-level systems in order to prove the value and capability of the EDW.  The Business Intelligence (BI) developer of this system will be responsible for the design and development of reporting and analytic ability of the data warehouse.  Additionally, the BI Developer will help ensure the warehouse is designed to meet the specified requirements through participating in design reviews and testing efforts.  The EDW team will work closely with DoS users to ensure their requirements are accurate and are met appropriately. 

Required Experience:

� 7+ years experience working with complex data warehouse projects
� Experience with Oracle BI, Business Objects, or Microsoft BI solution
� Experience working with users to ensure BI requirements are developed to specification
