
Sunil Sharad Kolhekar brings over 25 years of executive experience to his role as President/CEO of Creative Information Technology, Incorporated (CITI). Since co-founding the company in 1996, Kolhekar has been instrumental in CITI's year-over-year growth taking the business from three people to over 350. With 2010 revenue of $67 million, Kolhekar is poised to lead CITI to $100 million in the next five years. Kolhekar was also a driving force in the opening of CITI's Mumbai, India office which, in five years, has grown from three people to 70.
Kolhekar has built CITI into a leading provider of government IT services providing high-end engineering, design, development, implementation and operations guidance to the Federal Government including the Department of State, Department of Homeland Security, Environmental Protection Agency and the Department of Housing and Urban Development to name a few.
Kolhekar holds a Bachelor of Science in Electronic Engineering from SGSITS, Indore University, and an MBA from Punjab University, and an MS in Computer Systems Management from the University of Maryland. Kolhekar recently obtained his Doctorate of Management from University of Maryland, University College.
Alankar Joshi brings over fifteen years of proven experience in the IT services marketplace to his role as Vice President and co-founder of Creative Information Services, Inc. (CITI). Since co-founding CITI 14 years ago, Joshi has helped grow the business from a mere three people to 350 and was instrumental in opening CITI's now 70-employee India office in 2006.
As president of CITI's India office (Criti,) Joshi has led Criti's growth (from three people to its current 70) and has been instrumental in the development of the company's first product, Spectrum, an end-to-end retail solution currently in use in Europe and Africa.
Joshi has played an integral role in obtaining and growing contracts with the Department of Transportation (DOT), Department of Commerce (DOC), US Department of Agriculture (USDA), Department of Labor (DOL) and the Environmental Protection Agency (EPA). Recently, Alankar partially transitioned operations to another division to focus on strategic business drivers for CITI, including the incubator/entrepreneurship program and mentor-protégé program.

Mauro Binda is managing director of CITI's corporate SharePoint Practice, a group whose shared purpose is to promote widespread use of Microsoft SharePoint as an enterprise platform for business intelligence, content management, collaboration, and information sharing. One of our senior IT architects, now seasoned with more than 20 years of systems engineering, application development, and project management experience, Mr. Binda joined us in 1999 for a Department of State effort that developed into our first prime contract. He brought with him an already impressive portfolio of work with customized solutions for government agencies and international corporate ventures (in the U.S., Switzerland, Italy). Since then, he has led several enterprise level projects—spanning the entire software development life cycle—for various clients.
In his present capacity, and for both company-internal and client-driven solutions, Mr. Binda provides leadership and expertise on enterprise SharePoint architecture, design, deployment, and development. He architected CITILink™, CITI's corporate intranet portal; and he spearheaded the ManagementScope™ project—CITI's custom implementation of Microsoft's Enterprise Project Management (EPM). Mr. Binda is credited with enabling the company to attain its status as a Microsoft Gold-Certified Partner and with helping to drive the best practices which led to its attainment of SEI's CMMI-DEV Level 3 rating. He advises clients and project teams on how to successfully navigate the complexities of information architecture, governance, security, search, and LOB application integration. A certified PMP, Mr. Binda holds a doctorate in Electrical Engineering and a B.S. degree in Science from universities in Italy.
One of the founders of our corporation, data management and modeling expert Bill Thomas, heads CITI's data warehousing (DW) and Business intelligence (BI) practice. He brings to this role his experience with very large databases, dimensional modeling, data quality, standardization, analytics, dynamic visualization techniques, and organizational politics-things that are at the core of successful DW/BI implementations. In this role, he provides advanced level consulting to our customers as well as ensures consistency and high quality in our DW/BI solutions. Mr. Thomas has been instrumental in making CITI a proven implementer of these interrelated disciplines that have become extremely important as government and industry organizations seek ways to improve efficiencies, detect and prevent fraud, and operate in the most cost-effective ways.
Mr. Thomas's initial field-based assignments, at the time of CITI's inception in 1996, involved leading design and development efforts for what would later become our long-time customers at the Environmental Protection Agency and the Department of State. Since those early days, he has held many technical and leadership positions at our company including database administrator, data architect, project manager, and division director. Among Mr. Thomas's professional credentials, he holds CBIP (Certified Business Intelligence Professional) certifications in both Leadership & Management and Data Analysis & Design, and he earned his B.A. in Chemistry from the University of Virginia.
Since 1974, George Hyder has made some major contributions to the evolution of enterprise-level information systems in the United States Government. He brought that wealth of experience to CITI, when he joined the company in 2010 as Vice President for Strategy and Operations. In that capacity, he not only plays a pivotal role in managing the company's strategic positioning with, and delivery of all its services to, the Department of State; but he also works closely with our CEO in looking for partnering opportunities with other qualified vendors to further pave the course for CITI diversification in the future.
After Mr. Hyder received his undergraduate degree in Computer Engineering from Syracuse University, the more than 35 years of federal experience he gained with the Office of Personnel Management centered on developing and maintaining information technology systems for the Civil Service Retirement System (CSRS), the Federal Employees Retirement System (FERS), and the Federal Health and Life Insurance Systems. His vast knowledge of implementing new systems in the public sector serves him well in his current mission, which is to ensure the kind of collaboration between CITI staff and DOS customers that results in outcomes that earn high marks from our customers—outcomes like cutting-edge websites (e.g.,Travel.state.gov, StudentsAbroad.state.gov, and Adoptions.state.gov); Business Intelligence dashboards and applications for managing consular workload statistics of global proportions; and the successful management of one of the largest databases in the world, which supports passport and visa related data.
Joined CITI in 2005. Working as a CITI Director of Business Development, Mr. Inniss has been able to leverage his substantial experience in presenting ideas, developing new outlooks and accomplishing companies goals in Commercial, Federal and International markets. He has played a strategic role in implementation and securing a number of high profile initiatives such as eAuthentication and Information Sharing.
As a division director, Richard manages a variety of our technical initiatives and projects for the U. S. Department of State, Information Resources Management, and Systems Information Operations. He brings to CITI a variety of technical accomplishments having served as Director of Passport Systems for the U. S. Department of State for 16 years. As Passport Systems Director he worked with the United Nations, International Civil Aviation Organization (ICAO) and working groups of the International Standards Organization (ISO) body. In addition, Rich also plays a central role as a subject matter expert with our newly formed 'Credentialing Practice'. He possesses extensive knowledge and expertise on international issues related to Machine Readable Travel Documents (MRTD's). He is a graduate of the University of Maryland, and a resident of Fairfax, Va. He and his wife Joan have 3 children and 8 grand-children.
Rami Uppuluri is a hands-on program manager with an extensive working knowledge of business processes, operating systems, enterprise applications and Internet technologies. An electrical engineer by qualification, his experience spans over 29 years across a variety of industries such as IT consulting in the federal government, telecommunications, business consulting, supply chain planning and execution, and industrial engineering operations in manufacturing, distribution, and logistics. He has been with CITI for 7 years, and has supported them in project/program management, business/product development, sales and marketing functions. Until taking on the role of Director - Credentialing Practice, he was a Program Manager with the Net-Centric Diplomacy task for the US Department of State, delivering organizational messaging solutions for collaboration amongst the community of analysts in the US Government. In this role, he supported program management, project management, software development, training, and marketing/outreach activities of this prestigious initiative to over 95 countries over a period of 5 years.
Under his leadership and direction at CITI, capabilities are now being built in developing large scale identity management and credentialing solutions that use biometrics, business intelligence and data warehousing/mining. These solutions will support large-scale programs relating to First Responder Authentication Cards, Machine Readable Travel Documents, Voter Registration Cards and National ID Cards. etc., A Certified Biometrics Professional from the Institute of Electrical and Electronics Engineers, he holds a MS degree in Engineering Management from the University of Maryland, an MS degree in Plant Engineering and Management from J. N. T. University (Hyderabad, India), and a BS degree in Electrical Engineering from Kakatiya University (Warangal, India). He is also a certified Project Management Professional from the Project Management Institute, and has obtained his Fundamentals of Engineering credential from the Delaware Association of Professional Engineers.
Rachana Kulkarni, PMP, a member of the executive leadership team at CITI, has 25 years of experience as both an engineer and manager. Kulkarni's vast experience enables her to lead complex IT projects for CITI, where she directs and oversees numerous software development efforts for the U.S. Department of State. In addition, Kulkarni has secured the Certified Business Intelligence Professional certification (CBIP) and currently manages several data warehousing/business intelligence projects for the U.S. Federal Government. Prior to joining CITI Kulkarni oversaw government contracts for companies such as Unisys and Computer Sciences Corporation (CSC.)
Kulkarni obtained her Bachelor of Science in electronic engineering from the College of Engineering in Karnataka, India. She earned her Master's degree in computer systems management from the University of Maryland University College (UMUC) in Adelphi, Maryland and holds industry certifications PMP(TM) (Project Management Professional) and CBIP (Certified Business Intelligence Professional). Ms. Kulkarni has been the recipient of numerous customer awards for quality and technical excellence, reflecting her professional expertise and commitment to the quality of her work.
Mr. Roland Bradley is a highly accomplished entrepreneurial Executive with over 29 years of domestic and international experience in new business development, strategic positioning, operations, P&L management, multi-channel product distribution, acquisitions, and strategic planning with both startup and growth organizations. He brings to Creative Information Technology, Inc., an adept vision translating into action to increase productivity, operating efficiency, sustainable cost reductions, and net earnings while continuing to support critical business operations within a highly competitive industry.
Mr. Bradley brings exceptional skill in negotiating and marketing multi-million dollar business opportunities with DOD and civilian agencies, as well as state and local governments. He has successfully managed multi-line business operations in excess of $150 million with contract backlogs of over $370 million in a multi-tiered management profile.
Mr. Bradley brings decisive leadership skills, with proven success in new market identification and penetration, contract negotiations, problem solving, and change management with significant international and domestic experience in the management of applications program development and analysis, data center operations and management, distance education and E-learning, biometrics, business intelligence and large corporate administration. He combines expertise in strategic planning, financial management, business systems, processes, and organizational infrastructures with strong complex negotiation, transactional, and contract administration skills.
Mr. Bradley has a proven track record in marketing and securing major contracts domestically, and in countries as diverse as Somalia and South Africa, Malaysia and Indonesia, Europe, and most parts of Asia. He holds both a bachelors degree in Business Administration from Jackson State University.
As Program Director, Mr. Denardis currently provides leadership to CITI projects at HUD and USDA. He brings to CITI a wide range of technology expertise with thirty-seven years of information technology management and service experience. Tom's leadership skills with proven success in building effective client relationships and productive technical teams have led to continued capture of incumbent work.
Mr. DeNardis spent 10 years analyzing federal government solicitations and developing technical and pricing proposals as a major part of his 23 years at Unisys Corporation. Utilizing his relationship and proposal skills he was able to win CITI's first Management Consulting MOBIS contract at HUD. Tom's vast experience in Department of Defense and Civilian Agencies, including mainframe and peripheral systems maintenance, telecommunications, information security, proposal management, project management, CMMI process assessment, process re-engineering, and strategic and tactical planning, provides a solid foundation for his oversight and capture of new business opportunities for CITI.
Mr. DeNardis has a Bachelor of Science degree from Auburn University with a major in Information Systems Management.
Greg Summer brings stellar credentials to his director-level role. He is a certified PMP (Project Management Professional, actively participating in the Project Management Institute or PMI), CBIP (Certified Business Intelligence Professional), and CDMP (Certified Data Management Professional). In 2008, while leading our Enterprise Data Warehouse project for Department of State (DOS), he received the PMI - Washington DC Chapter Project Manager of the Year award. With a staff of more than 90, he ensures customer satisfaction from our leading edge work in two of CITI's largest set of contracts with DOS, spanning the disciplines of data warehouse/business intelligence, software development, data management, enterprise service bus, and SharePoint. He joined CITI in 2006 as project manager (PM) for a major biometrics project involving data consolidation and reporting at Department of Homeland Security. And now he not only manages active projects, but leads our Project Management Practice and actively contributes to our Mobile Computing Practice.
In earlier stages of his career, Mr. Summer had overseen full life-cycle projects for new globally deployed systems including a data integration project for the Department of Defense. His keen understanding of IT customer service comes from managing efforts such as a technical tier 2/3 help desk that provided software support to a worldwide user base of more than 25,000.
He holds a master's degree in Information Technology (along with graduate certificates in software development, business information systems, and decision support systems) from Virginia Tech, and a bachelor's degree in Health Sciences from James Madison University.
Pete Spewak, who joined CITI as director of business development (BD) in 2011, is responsible for leading the company's ongoing efforts to transform the way it identifies, qualifies, pursues, and captures new business opportunities in its key markets. He has been involved in all phases of BD since the early 1980s, having repeatedly played an executive BD role in guiding large, medium-sized, and small companies to win competitive business more effectively, efficiently, and consistently. Now, for CITI, his focus is on developing a set of BD policies and procedures that is commensurate with CITI's present size and stature—something which will enable the company not only to refine its price versus cost analyses of new opportunities, but to produce a greater number of compelling, technically compliant proposals.
Mr. Spewak has brought vast experience gained in previous assignments where he helped companies such as MILVETS Systems Technology, Inc.; enGenius; DKW Communications, Inc.; Advanced Technology Systems (ATS), Inc.; and CACI put together winning bids. He was also the capture manager for Dyncorp, which won the Department of State Border Crossing Card (BCC) contract, a project for which CITI was a key subcontractor. He has built a strong reputation as an expert marketer in the SDVOSB (Service-Disabled Veteran-Owned Small Business), ASB (Alliant Small Business), and Department of Defense (DoD) market spaces.
Mr. Spewak received his undergraduate degree from the College of William and Mary and later did graduate work in the University of Virginia's Master of Planning program.
