Biometrics Engineering

The Department of Homeland Security (DHS), the Department of State (DOS), the Department of Justice (DOJ) Federal Bureau of Investigation (FBI), and the Department of Labor (DOL) all utilize this application. Data Engineering

We have successfully provided the full scale of data engineering services, from design to assessment to development and implementation, to the federal government. Currently, we support the Consolidated Consular Database (CCD)—a 20TB + Oracle based solution with over 94 million records used by multiple federal agencies – for the DOS. Our team expanded the CCD from a centralized repository for the data of key Consular applications fielded abroad to what it is today—an integrated repository of Consular data with sophisticated business logic, web portal access, and capabilities for interagency connectivity, load balancing, failover and redundancy.

Data Warehouse and Business Intelligence

CITI utilizes data warehouse and business intelligence concepts to further grow as a company. In using both these practices CITI aims to develop, maintain, and extend metadata repositories with organizationally-wide information. CITI provides an enterprise data model to map critical data elements and their interrelationships across the organization. CITI also advises and guides Data Reference Model (DRM) implementation with ready access to standard reference tables as well as identifying key information flows, control flows and interdependencies to structure complex and disorganized data.

Software Design and Development

Also referred to by many other names and explanations, for CITI, software design and development is the set of processes and programming tools used to create the program or software product. The term may sometimes also imply the physical environment. An integrated development environment is one in which the processes and tools are coordinated to provide developers an orderly interface to and conveniently navigate through different interfaces.

Service Oriented Architecture (SOA)

CITI’s goal for SOA is a worldwide mesh of collaborating services, which are published and available for invocation on the Service Bus. Adopting SOA is essential in delivering the business agility and IT flexibility promised by Web Services. These benefits are delivered not by just viewing service architecture from a technology perspective and the adoption of Web Service protocols, but require the creation of a Service Oriented Environment. Service is the important concept. Web Services are the set of protocols by which Services can be published, discovered and used in a technology neutral, standard form. SOA is not just architecture of services seen from a technology perspective, but the policies, practices, and frameworks by which we ensure the right services are provided and consumed. With SOA it is critical to implement processes that ensure that there are at least two different and separate processes—for provider and consumer. Rather than leaving developers to discover individual services and put them into context, the Business Service Bus is instead their starting point that guides them to a coherent set that has been assembled for their domain.

Enterprise Architecture (EA)

Enterprise Architecture has become a common practice for IT organizations like CITI. For the first time there is a methodology to encompass all of the various IT aspects and processes into a single practice. However, realizing the full potential of Enterprise Architecture (EA) can be challenging. There are many aspects to EA, including architecture planning, governance, taxonomies and ontologies, all of which impact its success. Without the right guidance, tools, frameworks and methodologies EA can quickly become unwieldy. CITI is able to use these frameworks and methodologies to better support our clients.

Data Sharing

Data sharing achieves many important goals for the scientific community, some of which include reinforcing open scientific inquiry, encouraging diversity of analysis and opinion, and promoting new research, testing of new or alternative hypotheses and methods of analysis. By sharing data CITI is able to locate supporting studies on data collection methods and measurement as well as facilitating education of new researchers. Which in turn enables the exploration of topics not envisioned by the initial investigator and permits the creation of new datasets by combining data from multiple sources.

It will initially service the travel industry and in turn be capable of issuing International Civil Aviation Organization (ICAO)-compliant machine readable passports and machine readable visas, and biometric passports (or commonly known as ePassports). CITI is pursuing two global procurements for the passport modernization programs in other countries, which will be able to support the local in-country partners as a provider of world-class solutions using biometrics in documents relating to identity management. As our offering matures, it will also support the issue of national identity cards, voter registration cards, border-crossing cards and read-ID-compliant driver’s licenses, and tax-payer IDs etc., all of which are forms of identity that will tie an individual and their biometrics to the document securely. In addition to providing document personalization services, we offer superior data warehousing and business intelligence capabilities that prevent and monitor internal and external fraud, provide decision support, and are second to none.
