Sunil Kolhekar | President & CEO

Since co-founding CITI in 1996, Sunil Sharad Kolhekar, one of the Small Business Administration’s Champion Award winners (the 2009 Entrepreneurial Success Award), has led the company through many years of remarkable growth to its present stature as a leading provider of high-end IT solutions for federal agencies such as DOS, DHS, EPA, HUD, and others.  Dr. Kolhekar brings his more than 25 years of executive experience and his strengths in software development and management to his role as President and CEO of CITI.

Prior to his leadership of CITI, Dr. Kolhekar built the foundation of his IT management career on successful assignments with increasingly higher levels of responsibility at companies such as CACI, Orkand, and CBSI.  At CITI, he has played a pivotal role in growing the business from its original three employees to its current population of more than 350; and in bringing it to ever higher levels of revenue each year.

Dr. Kolhekar received his B.S. in Electronic Engineering from Indore University; his M.B.A. from Punjab University; and his M.S. in Computer Systems Management from University of Maryland.  In 2011, he received his Doctorate of Management degree from University of Maryland, University College.

Alankar Joshi | Vice President

Alankar Joshi brings more than 20 years of proven experience in the IT services marketplace to his role as vice president and co-founder of CITI. Since CITI’s inception in 1996, Mr. Joshi has helped grow the business , starting with three people, to a company of nearly 350 employees.

Mr. Joshi has personally helped numerous federal government and commercial customers leverage innovative IT solutions to reach their business goals. He has played an integral role in obtaining and growing CITI contracts with the Department of Transportation (DOT), Department of Commerce (DOC), US Department of Agriculture (USDA), Department of Labor (DOL) and the Environmental Protection Agency (EPA). He is highly experienced in executing performance based FFP, cost-plus, and T&M contracts and ID/IQ task orders to produce the customer’s desired outcomes.

Currently, Mr. Joshi focuses on some of the strategic business drivers for CITI, including its incubator/entrepreneurship and mentor-protégé programs. He received his B.A. in Economics from Bombay University, India.

Rachana Kulkarni | Sr. Vice President, Enterprise Development

Rachana Kulkarni, a member of the executive leadership team at CITI, has traveled a 20-year career path—both as an engineer and as a manager—by which she has gained a uniquely broad background as well as a deep knowledge of IT software development, systems integration, and services.  Consequently, Ms. Kulkarni possesses a keen understanding of the technological, business, and human factors that influence whether or not an IT product or service is delivered on time, under budget, and to the complete satisfaction of the customer.

After earning her bachelor’s degree in electronics engineering from the College of Engineering in Karnataka, India, Ms. Kulkarni worked in India as a college faculty member and as an electronics design engineer.  Later, at the University of Maryland University College (UMUC) in Adelphi, Maryland, she earned a master’s degree in computer systems management. She holds the industry certifications PMP® (Project Management Professional) and CBIP (Certified Business Intelligence Professional).

Ms. Kulkarni’s technical and leadership skills have moved her through progressively higher levels of responsibility within a wide variety of organizations in academia, the commercial market, and the government market (state and federal).  She has both assisted and led complex IT projects for very large companies such as Unisys and Computer Sciences Corporation (CSC) as well as for small companies such as CITI.

Currently at CITI, she directs and oversees numerous software development efforts for the U.S. Department of State, to which she brings her characteristically sharp focus on adherence to schedules, quality assurance, and attention to customer priorities.  Over the course of her career, Ms. Kulkarni has been the recipient of numerous customer awards for quality and technical excellence, reflecting her professional expertise and commitment to the quality of her work. Most recently, she was accepted into the ACT-IAC’s Partners Program, the technology industry’s flagship executive development program for "rising stars" in government and industry with high potential for future advancement.

Paul Schapiro | Chief Innovation Officer

Mr. Schapiro joined CITI in 2012 as Chief Innovation Officer. In this key role, he cultivates actionable new ideas for technology and process innovation that create value for customers and a sustainable competitive advantage for CITI. He provides guidance and advice to management on how to broaden business relationships and service offerings; and he assesses emerging trends and opportunities in the Federal and commercial sectors that promise new sources of growth. His personal tenets for organizational transformation include facilitating collaboration across the entire company; converting assumptions into marketable knowledge by building incubation teams that quickly determine if an idea is viable; and actively advocating knowledge transfer between all elements of the organization.

Before coming to CITI, Mr. Schapiro held executive management positions in which he was responsible for strategic technical vision, technical direction, and solutions development. His diverse management and technical background includes a history of having helped his companies modernize their technology infrastructures, expand their capabilities, and implement industry best-practices (e.g., CMMI Level 2 and Level 3 certifications), all of which broadened their market applications and portfolios of customers.

After getting his B.S. in Engineering from Case Western Reserve University, Mr. Schapiro earned graduate degrees from Johns Hopkins University (M.S. in Technical Management and M.S. in Computer Science) and University of Baltimore (M.B.A.). He has earned two post-graduate advance certificates from Johns Hopkins University (Information Systems and Technology; and Computer Science) and numerous professional certifications including PMP (Project Management Professional), CSP (Certified System Professional), and ITIL (Information Technology Infrastructure Library).

Praveen Toteja | CEO - Healthcare Practices

Coming onboard as CITI’s Chief Executive Officer for Healthcare Practices in 2015, Praveen Toteja now leads the strategic development of this growing area of the company. His main objectives are to keep CITI on top of the key healthcare IT market trends, as soon as they arise, and to provide the needed direction to ensure CITI maintains its top performance in the expanding segments of this market.

On the strength of his 32 years’ worth of in-depth understanding of the current technology trends, methodologies, and tools in the healthcare industry, and his keen grasp of the customer’s perspective, Mr. Toteja knows how to lead diverse groups across an organization to adopt new ideas and new ways of achieving their mission. He is an expert at applying innovative uses of technology in mission-critical (in fact, life-and-death-critical) environments to solve challenging problems, improve efficiency, and support business continuity. He earned his B.S.E.E. in Computer Science and Electrical Engineering from The George Washington University, Washington, DC.
